Universal has caused a stir by filing thousands of pages of documents detailing its plans for a huge leisure complex and theme park in the United Kingdom. These documents, titled "Planning Application for a Leisure Complex in Bedford", were submitted on July 3rd. This is a crucial step that lifts the veil on what could become one of Europe's most iconic entertainment destinations.

An Integrated Complex: More Than Just a Theme Park
The project, designated as an "Entertainment Resort Complex" (ERC), is much more than just a theme park. It's a versatile destination designed to offer a complete experience. Beyond the main theme park, the complex will include a multitude of hotels, retail and dining areas, various entertainment venues, modern convention spaces, and comprehensive support infrastructure. The possibility of a future water park is also mentioned, highlighting the scope and diversity of Universal's ambitions.
The "Studio Park" Experience: Hollywood Recreated in Europe
At the heart of this vision is a "studio park," whose objective is to "evoke the spirit of the Hollywood dream." Visitors will be transported into "immersive worlds," where they can experience "hit attractions, thrilling roller coasters, and breathtaking shows." The first concept artworks reveal a majestic entrance inspired by classic Hollywood, leading to distinct and deeply immersive themed zones.
The complex also plans for modular stage facilities, perfect for private events, special evenings like the famous Halloween Horror Nights or FanFests, as well as various live productions. This "studio" approach promises total immersion in the most famous cinematic universes, offering a unique opportunity to experience the magic of Hollywood without leaving Europe.
Strategic Spatial Planning: The Four Zones of the Resort
The vast land allocated to the resort is meticulously divided into four distinct zones, each playing a key role in the design and operation of the complex:
Central Zone: The Beating Heart of the Park
This zone will house the main theme park, a large visitor car park, and a 500-room hotel. It will also include a CityWalk-type district, teeming with shops, restaurants, and entertainment. The entrance plaza, accessible without a ticket, will be a vibrant space with themed shops, bars, and restaurants, acting as a dynamic gathering point.
Lake Zone: The Future of Hospitality and Conventions
The Lake Zone is reserved for significant future developments. It could accommodate up to 2,000 additional hotel rooms for business travellers, and up to 3,370 additional rooms for other accommodations, potentially totalling 5,370 rooms in this zone alone. A massive 55,000 m² convention center is also planned here, although these additions are not expected for the initial opening phase.
East Portal Zone: A Crucial Rail Connection
Strategically located, this zone is dedicated to the future Wixoms railway station. This will ensure easy and sustainable access to the resort via public transport, a major asset for managing visitor flows and reducing the carbon footprint.
West Portal Zone: The Main Entrance and Ancillary Services
This zone will serve as the main vehicle access ramp. It could include a 16-pump gas station, vast dining areas (up to 5,866 m²), and an additional 200-room hotel. As with the Lake Zone, these services are not planned for the opening year. In total, the complex could offer 6,700 hotel rooms, confirming its status as a major international destination.
Attractions and Shows: Innovation and Extended Hours
The planning documents reveal fascinating details about the park's attractions and operation. Buildings occupied by people in "blue zones" are limited to 75 meters in height. However, an "attraction overlay zone" allows for an additional 40 meters in height, bringing the maximum limit for rides and iconic structures to 115 meters. This height is more than sufficient for spectacular attractions, such as the Back to the Future-themed roller coaster, estimated to be approximately 94.5 meters high.
Standard park opening hours will be from 7:00 AM to 11:00 PM. However, the resort plans for extended hours for special events: until 2:00 AM for Halloween Horror Nights (60 nights/year), 1:00 AM for public holidays (5 nights/year) and other events (30 nights/year). Loud music will be cut off at 0:30 AM during these nighttime events.
In terms of shows, daily fireworks are not planned, but up to 10 annual pyrotechnic displays are allowed, often around Chinese New Year, November 5th, Diwali, and New Year's Day. Drone shows, however, are planned as an integral and regular part of daily entertainment, offering an innovative and less noisy alternative.
Access Logistics and Economic Impact: Key Figures
Parking will be massive: 7,106 parking spaces and 100 bus spaces at opening, with a total planned for 11,197 spaces after expansions. The theme park parking could cost £35 (approximately €41.50) per vehicle.
Attendance forecasts are ambitious: 8.5 million visitors in the first year, increasing to 12.5 million in the second. The initial breakdown of 70% domestic and 30% international visitors is expected to evolve towards a 50/50 balance. The resort will be a major economic driver, creating 8,500 jobs in the first year, then 10,000 in the second. These figures highlight the significant socio-economic impact expected for the region.
Construction Timeline: A Twenty-Year Project
Construction is divided into several detailed phases:
- Phase 1A (Preliminary Works): 9 to 12 months (already underway).
- Phase 1B (Preparatory Works and Grading).
- Phase 1C (Primary Infrastructure): Finalization of grading, installation of utilities, and road construction.
- Phases 1D, 1E, 1F: Utility connections, final access roads, and construction of the Wixoms station.
- Theme Park Construction: Less than 3 years, with a peak of 5,380 workers in 2029.
- Phase 2: Continued construction not related to the park (hotels, convention center) for 20 years after initial opening (by 2031).
Local Commitments and Theme Speculations
The documents are currently under review by authorities and residents, with final approvals expected by August 2025. A large part of the documentation addresses environmental concerns (wildlife, trees, habitats) and archaeological studies, highlighting a conscious approach to local impact.
A survey of 6,111 local residents showed massive support for the project, primarily due to job creation and economic benefits. The most expressed wish was to be able to visit a Universal park without traveling abroad. Ideas for integrating local history, such as using old bricks, also emerged.
Although no franchise has been officially confirmed, speculations based on concept art and surveys mention popular licenses such as Jurassic Park/World, Harry Potter, Back to the Future, Jaws, Minions, Lord of the Rings, James Bond, and Paddington Bear.
